If you read the entire thread, you'll see that the reason for not moving forward with this (in ScummVM) is that CJ hasn't released the legacy source yet.
There's little point in doing a full source port of an active project, so we're all waiting for the older (2.x) release.
If you read the first page of posts, you'll see the entire discussion revolves around how they actually wanted to do this, so the tagline "I think they just don't want to..." is kind of inaccurate ;)
